Subject: Red Dawn Rationale Investigation Report
After some interrogation of our homicidal maniac; the same one from Houston, we've managed to gain some insights into the nature of Red Dawn's activities. It would appear that this man was once part of Red Dawn until two days before he began planning through Houston, and at this point, he is the first and only Red Dawn member in North America that we are aware of.
As far as we are concerned, it appears that Red Dawn's rationale, other than what had already been broadcast after the St. Petersburg bombings, is based on a mix of Communist ideology and pragmatism. They believe, based on what they recovered from the Soviet archives about the aliens, that the aliens are not only technologically superior, but morally superior as well (though as we've seen with the Budapest Incident and several farmer interrogations, that is a dubious claim at best). Therefore, we believe that Red Dawn's goal is to survive the upcoming invasion and possibly even take advantage of it should Earth fall. They consider the aliens to be no different from us and believe that we should become more like them to fit into their new empire, which is a dubious claim at best. They believe that the aliens likely have some sort of internal discourse, and that classical internal politics could cause them to change both us and them for the better, which again, is likely dubious and possibly even part of Red Dawn's propaganda arm. Much of their efforts are focused on gathering resources for future negotiations with the aliens - after we join them, that is.
As you can perhaps tell by the nature of this report, X-COM will not tolerate this sort of objective, and there is to be no diplomatic negotiations with the aliens, should they indeed be hostile. If we are to EVER negotiate with the aliens, it would be on the terms of an independent humanity rather than as an alien controlled series of puppet states or even a directly administered alien colony if X-COM has anything to say on the subject matter, based on my prior experience as a former KGB officer.
