A terror attack was foiled by what eyewitnesses reported were "unknown secret agents" of some kind; with one eyewitness claiming that he's "seen them somewhere before". Speculation has arisen that these unknown agents are likely similar to the ones seen in the United Kingdom the week before. X-COM agents had responded to a report of a planned terrorist attack in Houston, and although the terrorist was successfully apprehended, four civilians were gunned down by the suspect. X-COM Agent Bilenga had also sustained some minor injuries attempting to subdue the terrorist. This is going to be a media debacle, and I fear this will leave a great stain on X-COM's record.

Armed Vigilante Kills Four in Houston Shootout; Apprehended by Unknown Agents

A major terrorist attack had just hit Houston earlier today, as four people were gunned down in a railroad junction. Local police have already notified the affected families, and identifying the bodies, though eyewitnesses reported that unknown "secret agent-looking" gunmen, likely the same ones reported in Russia and the UK, had apprehended the suspect. He was reportedly unconscious and in critical condition as the agents left the scene of the attack. This comes in just ahead of President Clinton's address to the nation tomorrow morning, and as further attacks like these, possibly motivated by the events in Aberdeen last week, become increasingly common, local police are taking additional security measures to prevent further attacks like these.

This creature is a relentless, but primitive hunter. It possesses a keen sense of smell, allowing it to chase after large animals. This creature could never survive on modern-day Earth without bizarre, highly efficient blood cells, which allow it to maintain its unusually large body. Its main weakness appears to be fire, though it does seem quite susceptible to chemicals, such as traditional bug spray. It should be noted that these creatures are extremely dangerous and should be approached with caution.

President Clinton has announced to the world that "America will not be blackmailed by terrorism" and that "in light of recent events, we can no longer sit by and watch while the stability of the world lies in shambles." The President has also announced that "terrorist groups like Black Lotus, Red Dawn and the Church of Dagon won't be taken lightly", and that "any and all necessary measures will be taken to stop their campaigns of terror around the world". These individuals have solid military training and excellent physical characteristics thanks to their bioenhancement process. It should be noted that they are also used in mercenary work and terror missions; all of which, alongside protection of their infrastructure, involve the use of military-grade weapons and munitions, likely acquired from connections across Eastern Europe.

We had gotten word of reports of a criminal organisation of previously unknown nature attempting to distribute some previously unknown substances, and as such, the X-COM: PAU had decided to investigate. We've also managed to capture one of the suspects, and even some previously unknown materials. We should interrogate the suspect and investigate these new materials as soon as possible.

The Egyptian authorities just managed to apprehend a suspect related to criminal activity in the Nile River that was attempting to undertake the sale and distribution of new, experimental technologies stolen from corporate researchers around the world. The authorities confirmed only one of their officers, disguised as civilians at the time, was killed in the ensuing shootout, while the rest of the criminals were killed in the engagement. The local authorities believe that this mysterious group could be connected to the other terrorist organisations, but due to the criminal nature of the activity, this seems unlikely.

Subject: Cult Base Assault 002 After Action Report

X-COM agents had been inserted into a Dagonist base in Catalonia, and were met with fierce resistance from the occupants of the base to the point that X-COM agents were forced to use high explosives and most of the available grenades to kill a significant number of the occupants. The base or rather what was left of it, was cleared out by Agents Torres and Enuma; both of whom have taken significant injuries during the battle. Agents Mbanefo and Meoroa were both killed during the engagement, and on top of that, three previously unknown lifeforms were identified by our agents; two of which were captured alive. One of them will be studied by our scientists, while the latter is intelligent enough to be worthy of interrogating by our teams. As a result, we should begin R&D into the first of these unknown lifeforms; both the dead corpse and live specimen respectively, and interrogate the second one, which is likely not even a human being and if it ever was, it certainly does not resemble one anymore.

Raid on Dagonist Base Results in Bloodbath; Burning Reported by Nearby Areas

Earlier today, Spanish Civil Guard officers raided a Dagonist base that was uncovered by an anonymous source, resulting the deaths of most occupants and two officers. Two other officers were also injured during the fight, though there are reports of burning flames being seen in the surrounding area, with a Spanish family of four having told reporters that they "heard barely audible explosions" and saw smoke and flames as they were driving past the base. Officials have yet to comment on the nature of the explosions, but it is likely that one side was resorting to explosives during the engagement. As we are likely about to tell you via this report, we were told by the Houston Vigilante of the identity of a man named Johnathan Smith, whom we believe is likely a pseudonym for David Vincent. Here is what we have on Mr. Vincent:

During the 1960s, Vincent saw a UFO landing near LA, which seems to have shocked him into a personal crusade to expose the aliens' activities on Earth. In fact, his persistence was so great that alien infiltrators in the US at the time labelled him as a KGB spy, which as you are likely aware, I was in the years before the creation of X-COM. This resulted in Mr. Vincent disappearing without a trace. All the evidence he had found was reportedly vapourised by a red light, which we believe to have been some form of laser weapon similar to the energy weapons we encountered in Budapest.

If this is true, then it is as we have feared; the aliens' activities on Earth may extend far beyond just simple harvest and abductions...they make likely seek the conquest and occupation of Earth.

"Sailors" are Red Dawn members responsible for logistics, communications and supervision, based on what we have gathered from our suspect. Their name and appearance reflects that they are either current or former members of the Russian Navy, which has been infiltrated by Red Dawn and appears to have been used for "unofficial" objectives. As it stands, it would appear that they have been heavily bioengineered, despite holding a moderate amount of equipment and weapons. On that note, the recommendation to the Council would be to locate and arrest any Russian military official suspected of or known to be, cooperating with Red Dawn, given that this could pose a significant possibility that a few of them may be aware of X-COM from the inside, and these officials would need to be deal with by any means necessary.

It would appear that our agents in the field were correct about the creature's assessment. It has both gills and lungs, which is strange for any Earth creature. We should be extremely careful when facing these creatures, as they could be a serious problem.

X-COM agents managed to respond to a Red Dawn money-loundering operation near Trondheim, and our agents disguised as resort guests were able to move in and eliminate all Red Dawn personnel. Agents Bilenga and Leclercq were both wounded in the engagement and as such, they will be out until next week. However, it should be noted that the local authorities had not yet arrived when X-COM agents left the area, so it is likely that the resort will be closed due to the prospect of civilians nearby.

He is a very cruel man, being proficient in martial arts and mind games. He seems to enjoy breaking his students and having them value performance above anything else. Most people who take his classes are either mentally scarred with PTSD from his violence, mind games and the classes' obsession with him, or they tend to be fanatically obedient to him, much like our friend who no longer seems to be so fanatically obedient thanks to our interrogation teams. His students are flawlessly obedient to him and by proxy, Black Lotus. Interpol has already been notified as to his actions and the local authorities in China have already begun a search. Phoenix police had just raided an EXALT outpost outside the city, with SWAT teams having been able to arrest two suspects and eliminate the other occupants. One officer was killed during the fight, with a stash's worth of psiclone and stolen money being recovered by the authorities, alongside some military-grade weapons like missiles, M16s, and even reportedly a list of US Congressmen who have been rumoured to be supplying EXALT. With the revelations of this list, the individuals involved are currently under FBI investigation under direct orders from President Clinton.
