Date: 18 July, 1997
Subject: Church of Dagon Operations Investigation Report

My intelligence officer has formulated a plan to capture a Church of Dagon leader, likely while conducting any of their religious rites or rituals. The X-COM: PAU should be attempting to subdue a leader of the Cult as soon as possible. On the note of any plans, she has not yet mentioned any specifics, but we will update the Council once the specifics are mentioned.

Commander,

With this information and your plan being known to the Council, we have decided that you will no longer be dealing with Church of Dagon safehouses; those will be delegated to Council Salvage Teams and local authorities for the purposes of allowing X-COM to focus on larger threats.

Good luck, Commander. We hope your future endeavours continue to bring success.

Sincerely,
Frank Kirby

Subject: Kiryu-Kai Final Report

As we have determined by our final report to the Diet, we have some alarming news. As a result of the program's termination, we are submitting our final report with any and all available information on the alien threat. We may not know their intentions, but what we do know is that the Invasion will begin on the 1st of January, 1999 at 12:00 GMT. The situation is dire, and time is on the essence - Earth will fall should a more global version of our program fail.

Subject: Kiryu-Kai Knowledge Acquisition Report

Following the (unfortunate) termination of Kiryu-Kai, X-COM has managed to obtain what little they had learned about the aliens. If what the defunct Japanese organisation is say is accurate, then we may be in for a bad time in two years unless we accelerate our investigation into the activities of these organisations and the aforementioned aliens. It is safe to say that the Budapest Incident was only the beginning and it is only going to get worse from here. However, we are aware that prior to the termination of Kiryu-Kai, they were developing some sort of algorithm that can be considered a very basic form of artificial intelligence; the kind close enough to be considered a form of artificial general intelligence. With the approval of the Council, X-COM will finish what Kiryu-Kai started - we NEED to be ready before it is too late.

Subject: Fat Zombie Study Report

These things are abnormal zombies that prey on their regular bretheren. Since all the zombies contain parasites that use hyperenergetic chemicals, a freshly fed version of one of these things could easily have twice as much energy as a regular zombie. This excess energy enables a number of physiological changes, such as better metabolic efficiency and a longer lifespan. Its greatest noticeable change is the grayish skin that they posses; at this point, they not only barely resemble humans - their biochemistry is no longer human at all. We should be extremely careful with these creatures in the field; they could pose a threat to our agents.

Subject: Case 038 After Action Report

X-COM agents responded to a report of giant spiders in Northern Sudan, during which three civilians and Agent Abel were killed in by those creatures. The engagement had gotten to the point where X-COM agents had nearly depleted their ammuntiion reserves, and had to resort to looting the bodies of the dead civilians. As of today, we also have Agents Wanjiru and Lyudminov injured, alongside most of our agents. The situation is starting to reach a point where X-COM is short on agents, and we will have to request additional agents and equipment for reserve use.

An SAS soldier who had gone AWOL was just now apprehended by X-COM in Aberdeen, with help from local authorities. It would appear that he may have learned some valuable intelligence into the secret conflict ongoing at this time, and as such, we were able to apprehend him. However, we should note that even if no civilians were hurt (or local police), they had heard the gunshots and as such, X-COM may have unintentionally attracted media attention. We should be able to attempt to keep the existence of X-COM away from prying eyes, but it should be noted that there is no guarantee it will work.

Rogue SAS soldier apprehended by Unknown Secret Agents

Earlier today, an SAS soldier was apprehended by unknown secret agents after attempting to initiate a shootout in an industrial complex in Aberdeen. Local authorities aided in the effort to apprehend the rogue soldier. The agents refused to speak to reporters on the ground or have their pictures taken for undisclosed reasons. However, there is raw footage of the event being provided to our reporters now.

Begin Footage

"Hey, let me go! I demand to see a bloody lawyer!"

"Move along, citizens. Nothing to see here, people."

"DON'T YOU WANKERS GET IT! THEY'RE...THEY'RE WORKING FOR THEM! THEY ARE WORKING FOR THOSE ALIEN BASTARDS! WE'VE BEEN LIED TO! WE'VE BEEN LIED TO THE ENTIRE TIME! WE'VE GOT TO STOP THEM BEFORE THEY KILL US ALL!"

"Yeah, yeah, blah, blah, blah. Just get in the car!"

*X-COM Agent shoves the suspect into the car, slams the door shut and locks it*

X-COM agents managed to raid a Red Dawn safehouse in the middle of the Egyptian-Israeli Border, and successfully cleared it out. One suspect was apprehended by our agents at the conclusion of the operation, though it should be noted that Agent Bilenga had sustained minor injuries; he should be back in action by the end of the week. Otherwise, very little of note is worth mentioning.

X-COM agents were able to clear out a Black Lotus base of operations in the outskirts of Wuhan, China's Hubei province, losing Agents Mwatha and Nakajima in the process. At this point, we only have one active agent left that is still able to take action; the rest are currently injured for some time. However, it should be noted that we manage to capture three suspects, some of which could possibly give us additional insights into Black Lotus' operations. We should interrogate them as soon as possible.

People's Armed Police Raids Major Black Lotus Base

Earlier today, the People's Armed Police just raided a Black Lotus base earlier today, arresting at least three suspects and killing all other suspects. Only two officers were killed during the operation, alongside two injured officers. The terrorists will now be brought in by our government for questioning and for interrogation as to other Black Lotus bases across the Asian continent, in the hopes of aiding other nations in their anti-terrorist efforts. We will continue to provide constant updates, and remember to contact local authorities should you suspect any Black Lotus collaborators to be in your general area.

Subject: Homicidal Soldier Interrogation Report

Our homicidal soldier seems to have learned something regarding a sort of "Werecat", which are, based on his descriptions of the creature, semi-intelligent beings who are naturally calm and collected most of the time. They tend to live in the jungles and deserts of the world, preying on any large animals they encounter, including humans. According to his description of the creature, they seem to have feline and human features, which implies that some kind of genetic engineering may be involved. This is likely what caused him to go insane and begin to murder innocents back in Aberdeen...or at least attempt to.
