Creates the Error state.

Initializes all the elements in an error window.

Parameters
gamePointer to the core game.
idLanguage ID for the message to display.
paletteParent state palette.
colorColor of the UI controls.
bgBackground image.
bgColorBackground color (-1 for Battlescape).
