Displays a list of possible targets.

Creates the Multiple Targets state.

Initializes all the elements in the Multiple Targets window.

Parameters
gamePointer to the core game.
targetsList of targets to display.
craftPointer to craft to retarget (NULL if none).
statePointer to the Geoscape state.
