Select Squad screen that lets the player pick the soldiers to assign to a craft.

Creates the Craft Soldiers state.

Initializes all the elements in the Craft Soldiers screen.

Parameters
gamePointer to the core game.
basePointer to the base to get info from.
craftID of the selected craft.
