[Answered] oneHandedPenalty but for damage

I suggest adding a new item rule setting, for instance, oneHandedDamagePenalty, which would allow the modders to specify a simple percentual damage penalty for two-handed weapons when they're worn in only one hand, similar to how oneHandedPenalty currently works for accuracy penalty.

Such things are scriptable.

In general, we do not plan adding any more "hardcoded" ruleset attributes for damage calculation.
(there are good reasons for it, it's not because we are lazy)

If there is something that cannot be done by scripts yet (regarding damage calculation), we can discuss extending script functions.

I will just add 2 cents here - YS is an amazing tool, you can do crazy things about damage with it =)
