When do you typically get Promotion II?

I focus to get Kevlar, then Intel Lab, Bio Lab, Van, Non-Std weapons, Promotion I, Humvee, then Promotion II. After both labs I also have prisoners and found weapons going.

Any facility can be built over the HQ because canBeBuiltOver is set to true. It can be set to false and then only the Cyber HQ can built over it because it has the required buildOverFacilities property.

Similar situation for the Intel Lab, Sick Bay, and Minigun.

Is the enemy AI different for this mission? On several occasions it seemed like the enemy barely ever shot at my units.

If you send a craft with human soldiers and AIs (flying scout) to a Chakram (delicious cake) mission, then the AI is chosen for the mission, which leads to a few other bugs like no weapon, and insufficient strength to carry the cake.

Also the Staff of Heart Grip is available as a weapon in the mission, which is probably not intended.

I would like to suggest some sort of advanced combat fire extinguisher item, like a fire-foam grenade. It could perhaps be implemented as a no-prime instant smoke grenade with a 1-tile radius that also has flash-bang effects to simulate being covered in foam. Them fire extinguishers are heavy and slow!

I did the modifications and started a new month without any issues.

Not that initial funding has a random element to it. In my new game Portugal starts with 15k funding.
