How does the council deal with bystanders when the aliens shoot up stuff that's not in some remote location, but a major city center? Does the public actually notice and care about the UFOs flying around or other shady dealings (provided they haven't all gotten a good wiff of that chemtrail-juice)?

Frankly it's not that clear even to me. The end result is that officially the UFOs do not exist, but a great deal of people suspect that something is amiss; this atmosphere of uncertainty feeds all sorts of conspiracy theorists, government sceptics and all kinds of nutters to ridiiculous proportions. The common folk is mostly desensitized to this crap, so evidence is a lot easier to hide or just handwave.

Yeah, there is always this to fall back on, but... I hope to present a world which is a bit more ambitious in its coherency. Admittedly with very mixed results, since the subject of secret alien invasion is really hard to pull off...

A balance has to be struck somewhere, because if not we'd be bogged down in trivial issues like "given that X-COM has hundreds of agents as well as non-combat staff by the time the invasion starts heating up, how is it that not even one of them has said too much about their work to the wrong person and consequently obliterated anything resembling secrecy several times over?"

(Incidentally, this is also why most real world conspiracies tend to stay very small and have less ambitious goals than anything you'd see in The X-Files- people in general are terrible at keeping secrets.)

I read that as the traitor giving information to the aliens, as opposed to (for example) getting drunk and boasting about how he dissects aliens for a living in a crowded bar.
