JASC is already formatted in human-readable text, you just have to open them up in a text editor. You can also see them when you open them up on a GitHub repo: https://github.com/ohartenstein23/OpenXcom/blob/oxce-plus/bin/common/Palettes/UFO-JASC/PAL_UFOPAEDIA.pal
