It is worth reiterating that you CAN buy gals on any path, but the no-GaS paths do not have the cheap and early option of buying hands.

The available solutions for your gal-buying needs are either Freaks(lower average stats, but they are STILL gals, moderately expensive, take a full 20 days to arrive, and require a expensive Jack prize), or Veterans(expensive, and considerably late in the tech tree).

Also Ogres are an option, though you will never buy them in bulk.
