Deaf Player sound effects.

Does anyone know if a mod exists that replaces the sound effects during the aliens turn with captions? Something like this would be extremely helpful for someone who has hearing disabilities or simply can't hear the game for whatever reason.

Oh? So modifying the game sound effect to come up as captions is not possible or I simply don't understand the word "mod" and should be using something else instead?

The issue is that you'd need to modify the game engine itself to make captions appear during sound effects, and then write a mod for translating those captions - the term "mod" is generally used to refer to something that just takes a text ruleset change, not making changes to the game engine itself.  Making captions appear is certainly possible, but if you don't know C++ then you have to ask a programmer to make it happen for you.

"Mods" here refer to text-based "configuration" of openxcom engine... e.g. changing laser rifle damage from 40 to 60... something that doesn't require any coding skills and can be potentially done by your grandmother (figuratively speaking).

What you are asking for cannot be "modded", but must be "coded".

So either you convince openxcom developers to do it... and then it's not a mod, but a "feature".
Or you convince someone else to implement it in their own version of openxcom, so-called "fork".

But chances of finding someone to do this are probably quite low... since there is little motivation for something like that (I assume).
