X-COM illegal activities

Is it possible to set a downgrade in the production or purchase of certain goods? For example, we produce goods "smuggling" and this lowers the rating of X-com at the end of the month.
Is it possible to produce in the production of goods not the exact number of goods, for example, not 1 gun and from 1 to 5?
