The Ice Mod indeed looks competent. But it's very similar to what individual people have been doing for ages, because while MoO2 has little to no mods, there are tools that enable you to tweak most values like trait costs or character skills.

As for the Free Orion, in my experience it's unplayable, but maybe it's better now.
