Yet Another Psi Restriction

A single Psi-Amp can break the game in half, as has become common knowledge. It kinda needs a nerf,so here it is: Both Psi powers consume energy, either flat rate or percentage, with Panic taking half the energy of MC. This way the Energy gauge will become something people actually pay attention to   :P Theoretically, anyway.

You should look into Yankes' OpenXCom Extended. It is possible to add energy costs to action, including using the psi-amp.

I've done just that, plus stun damage to user, and also reduced the max. range of Psi Amp to 13 (but kept its ability to work through walls). You do need Extended to mod such things in, though.

A maxRange setting should be possible without the extended Version.

I really like the idea of limiting the range of psi, but can it apply to aliens as well?
Ideally, the higher rank the alien is, the more range their psi would get.

What would also work is put larger penalties on using long-range psi, so that you can't mind control from far away.

There was a very brief period during which it was with the normal OpenXCom code, but it did not work as intended so it was removed. As far as I know, maxRange does nothing to psi-amps.

You can however limit them to targets that can be seen (must have clear line of sight and be withing 20 tiles during the day).

Combination of giving PSI user Stun Damage and expending Energy would be good idea, as long as AI won't go as far as to stun itself.
It would be pretty funny way to defeat medium Ethereal UFO, by loading skyranger with PSI strong troopers, and wait for Aliens to lose consciousness.

nope, nor human or aliens can't use weapons to stun self/suicide in extended version. It always test if is enough "resource" to use weapon. You would need to exit craft and punch Ethereal in face to benefice from higher stun levels.

Another thing is that you can reduce effective of alien psi attack on low "resource" levels to prevent them from over committing.
