no opportunity fire

Even when I make sure that my soldiers have enough TU, and select the 'Auto-shot' option before ending my turn, they never fire! Aliens approach and or fire at my soldiers with impunity, and then walk away scot-free. Is this a bug, or something to do with reaction levels?

try again with the most recent nightly build and see if the problem persists

Is it possible to transfer a saved game from an older build?

depends on how old the previous build is.
you might have to un-prime your grenades see here
and you'll definitely want to re-set your fire speed setting

But how do I transfer a saved game? Does each saved game exist as a separate file? If so, what folder are they in (I've looked in every folder within the 'data' folder)?

OpenXCOM saves games and configuration settings in user folder so it will be something like C:/Users/Me/MyDocuments/OpenXCOM. So when you run a new build it will still use your old save games and configuration settings automatically but it doesn't mean the save games or config settings will work fine when you go from version to version, but it's safe to try, it shouldn't crash your computer and destroy your hard drive.

Merely having enough TUs for a reaction shot might also be the culprit:

Yeah, keep in mind X-COM soldiers tend to have average reactions, if that, and having less than full TUs only exacerbates that disadvantage.
