Yes, edit missionScripts_XCOMFILES.rul (or create a submod to do the same).

Increasing "executionOdds" increases the chances of a mission occurring, and with this you can tune it up.

For example, there are plenty of parallel missions (especially during the first cults stage) and monster events which is a low hanging fruit for modification.
