Unexpected hyper-wave decoder message

In October of 1997 I suddenly get this hyper-wave decoder detection screen, and I have no idea why. I didn't build a hyper-ware decoder or research anything related to it as far as I know. It coincided with 3 UFO's unexpectedly showing up in the same area (North Africa). What's going on here?

From the changelog:
"Many enemy vehicles show their mission details even without the Hyper-Wave Decoder (scripting by Yankes)."

Probably better to not call that "hyper-wave transmissions are decoded", though.

That was a typo, but a good typo because it also works as a metaphor.
