Vanishing Siberian mission

Hello, Love the mod. Played most of an older version on easy, saw like 5 updates and restarted on a higher difficulty. Thanks to all the ninja nonsense I was not able to attack the Mysterious Siberian Base as airfields and outposts took up a lot of time shortly after unlocking the base mission and well the mission disappeared. Will it reappear, is there something I can do to speed that if so? I would kind of like not to lose the nuclear lasers.

Siberian base will reappear until you research a special loot from there, this mechanic failproofs the chance of reaching mission and losing it or reaching mission and loot being destroyed by nukes.
