Armed civilians and enemy's have tanks

So I landed on a night mission to alien space ship landing site and I have encountered a hostile dog, tank, civilians with guns shooting other civilians. What the heck is this??? How do I separate hostile's from not hostile's??? Or should I kill everyone???

Umm... What mod/game are you playing? :P

But the easiest and most obvious way to separate hostiles from non-hostiles is the HUGE-ASS BLARING WARNING SYMBOLS in the lowest left corner of the screen... :)
