Red Dawn troops will surely be suprised how much XCOM has upgraded since they last fought with them.
And Lo Wo is quite strong, dont let him melee anything, he can kill a sectopod with his sword just like that.

We can, but why? There is no logical reason.

The mission will pop up early anyway.

yes, but it is hidden from the player so no need to justify its logic in front of him, and there is a gameplay reason - to not let the player get lo wo katana easy with lategame overgear =)

I would say that it makes sense narratively for these missions to still show up later. Lo Wo and Morozova are just surviving cells from the (already) eliminated treat.
