Fixed resolution window mode

While it may be convenient for some folks to have the resolution changed if the window size, it is not for other people (Tiling window managers etc.)
Please add a "keep resolution" window option where you either can't resize the window or it will be just filled with black space if maximized.
I would prefer the latter option.

i'll add an option for "allow resize" in the config, and default it to false. this way you won't be able to resize the window at all unless you REALLY want to.
