Research paradoxon

Hello there,

I am stuck in a hole, in a "research paradoxon".

I am at 23%, and i cannot research any new topics. Many topics i "could" research need the research "tinkering" wich i do not have. To get this strange tinkering, i need a study room, wich i do not have.

But to get the study room, i need power station, wich requires superconductive circuits, wich requiere: TINKERING.

wtf?

And there is no way to get any from these from an interrogation.
Can anyone please point me in the right direction? I do not understand what i am doing wrong, my logic says, it is impossible, but i may be stupid...
