HQ Red Dawn is not spawning

Hi. This is April 2000 and the Red Dawn HQ mission is not generated. Since 1998 I finished with the other cults, but red dawn does not generate more missions for me. What could have happened?

Hard to say, since it works the same way as the other HQs. There are no reports from other players about this issue either, so it's not a bug.

You don't have Red Dawn HQ researched, you don't even have the Red Dawn Coordinator researched. Why would their HQ spawn?

Ok, I thought I did. Even so in the last 7 or 8 months I have not had missions against Red Dawn, none were generated. I don't know if it has to do with it, but if the Black Lotus mission of "The Root of All Evil" is generated every month, even after it destroyed the cult more than 10 months ago.

You can get the guy from any Red Dawn base. There are 8 potential occurrences per month, each at 4% chance.
