Tell me what things can make a hole in the UFO? I know that a plasma cutter can do this, but it’s still far from it, I opened the laser cutter and thought that now I can surprise the aliens, but it seems not (((

Just see for yourself then reload a save. Unless it's changed from vanilla it's any bullet that deals >120 damage. Note that bullets do 0-200% damage so any weapon that says 60 damage on UFOpaedia will destroy UFO walls if you get lucky. E: see below

You're forgetting terrain damage multipliers. Things that can make a hole in the outer hull need to do 100+ terrain damage, which in UFO were only blaster bombs - explosives do 50% of their power as terrain damage by default, so it needs to be an explosive that does 200+ or has extra terrain damage.

Projectiles do a 25-75% terrain damage roll by default, so it meeds to be a bullet with 134+ power or extra terrain damage. If you're not to the plasma cutter/fusion torch, likely you don't have anything that will breach outer UFO hulls.

It has power 130, so I'd think so. Unless I'm not very informed about how things work.

Mabe the terrain damage roll is affecting it?
I don't know where to look at, but you should try to factor the laser terrain damage roll...

Have you checked the weapon itself though? I recall some having a stat inbuilt that gives them less/more damage against terrain.

Despite having wasted multiple batteries with a crew of 8 agents and everyone armed with laser cutters I have been unable to breach the outside wall of a UFO. Running the same experiment against UFO interior walls, the cutter occasionally manages to destroy them - in about 3 out of 80 tries.

Solarius, would you mind explaining what the laser cutter is actually meant to be used for? Because it clearly isn't tactical UFO breaching.

You probably need to add something like

but even then it's kind of hit-and-miss since UFO walls are insanely strong compared to other tiles.

If laser cutter has 130 power, it can do a maximum of 130 × 75% = 97 terrain damage. Outer UFO hulls have 100 armor, so the cutter will not breach them. Inner walls have 80 armor, so there is a chance of cutting through.
