Psi Skill experience

As far as I understand Flame glove and storm rose should give psi skill experience. I have just finished the asylum mission where I used flame glove a lot (and taser also to take prisoners) nevertheless at the end of the mission (even after several end of game reload) no psi skill increase. (And the team psi skill is low). Same problem with the storm rose on different mission.

Both have experienceTrainingMode: 26. If it doesn't work, then it's something I don't understand.

Initially, if you didn't unlock psi skill, using psi-devices (storm rose, f. glove, different staves) will not increase your psi-skill.
You need to unlock psi-skill first (use X-Com psiclone or train your troops at psi-lab). After that using gloves, staves, etc. will increase PSK. But you need to do at least 5 or 6 shots from them to gain exp to PSK. The best results in PSK training give staff of heart grip and X-Com psiclone.

was able to have an increase in psi skill on another mission. I think I was very very unlucky with psi skill increase.
If only the skill increase was less random.
Staff of heart grip is a better choice for training psi skill (but non concealable): less psi skill=> less damage => more strikes => more psi skill xp

the guy I was looking to increase Psi Skill was at 0 (I haven't checked this since most of my troops were at least at 1)

Yes.

Otherwise you would be able to skip psi unlock research and initial psi training delay.
