Hi, I want to limit which facilities in a base can hire Engineer and Scientist using requiresBuyBaseFunc.

Is this possible? Yes or no? If yes, how do you declare it?

Here is my solution to this, first make the item equivalent of Scientist and Engineer, then you put requiresBuyBaseFunc in those items. After, you only get the engineers and scientist once you manufacture them...

Or you can just easily transfer them from another base :P
