How can I edit the movement cost across different terrains?

Well, subj. What should I change to change the TU cost for walking?

Unfortunately, you would have to edit every floor tile in the game. You can't do this on the unit level.

Isn`t it a global variant? hmm...
Well, its OK for me. Just tell me - where is it? Can I e3dit it without recompiling the sourcecode?

Sure, you just need to open MCDEdit and edit all relevant tile to set move costs (walk, fly, and hover; or just walk, as you prefer) to the value you want.
Or actually it would be easier to use the MCD fix option in rulesets to override MCD values. Check the Ruleset Reference for details.
