Where to find self-charging laser pistols and small launchers?

They are the main bottle neck for me right now.

The Academy would be your target for getting those two weapons. It can be a bit of a RNG, but in time, you should be able to get one or both. The Traders tend to have the Self-charging laser pistols as well.

Both are a bit rare. But, assuming your are in early game, small launchers can be found on medics on scientifical experiment missions and self-charging laspistols are carried by mid-level VIPs, not exactly 100% sure, but I think I got some from espers, catgirls and/or smuggler captains, and guild reps.

Found 3 self-chargers on X prison mission and, I think, 1 small laucher too. Shit's brutal though, going naked armed with shanks against lasers and SMGs.

I see self charging laser pistols a lot in small landed UFOs. They're often equipped by the carapace armour academy troops, and matrons very frequently carry them as well

I found a few on a landed/crashed church ship where I captured a Church Matron. I think the maidens were carrying them?
