Maybe it has to do with something called 'talent' and actual unshared screen-time.
Hard to be special if you just a sidekick to imaginary superheroes or gigantic robots.

I grew up as a teenager renting these kind of 'B' movies at the VHS store whenever there were no 'good' movies available. Usually the formula never changed: a lot of nudity implied in the cover/description that never lived up as promised, a lot of guns/explosions and mediocre dialogue/story.

What I still find puzzling was how producers were able to convince people to give funding for those movies.
