Details : A career philanthropist, whom is tied with many disappearances of countless abused women, orphans, and homeless people. UFO sightings are always present when disappearances occur, and it is rumored she is selling orphans, battered women, and anyone "disposable" under her authority as a bartering chip for eternal youth that aliens provide to her, allowing her to look youthful despite being 80+ ((Preferably a before / after picture in the dosier, of an old woman, and a very young pretty woman))

Affiliation : Alien collaborator

Details : Suspected of tampering with satellite systems to omit UFO activity from government, and military feeds. Countless cases were UFOs simply dropped from viewing when in range, due to his tampering. Upon examination, he was a very big alien fanatic before any of this became "on radar", and was eager to help them on this basis alone.

Details : Know for capturing, farming, and butchering some of the mutated wildlife out there, using them for new "exotic" meats for his food company. health problems have become present after eating, and the suspicion of alien involvement in its creation means consumption of such meat is extremely worrying. Since this man, and his family are able to regularly farm such creatures, its recommended to approach with caution.

Affiliation : Church of Dagon

Details : An absolute progeny of psychological study, he was reluctantly fired from his job of being too aggressive and controlling, using his knowledge to boss around and manipulate colleges, patients, investigators, and others. Church or dagon hired him as an expert brainwasher, and gifted him with psi abilities. Because of this he is extremely dangerous, pairing psychological knowledge, with psi abilities.

Role : Rogue Robot

Affiliation : Unknown

Details : Right around the time of the Kiryu Kai defeat, a robot in an experimental plant was tampered with by aliens, altering it with an alien processor and logic core. It ranted about how humans were "misguided" and its normal shutdown protocols didn't function. It dismembered the staff at the facility, and left after a few self modifications. Its said to be more intelligent than any man on earth, and much larger than original, due to modifications it has given itself over the years.

Affiliation : Unknown

Details : A man in the American south whom took it upon himself to experiment upon the zombie species. Was involved with capturing people, zombifying them, to keep the population up in his lab to study. When investigating, there was a violent skirmish at the lab, killing him and 5 agents. Witness accounts attest zombies did not attack henry, and seemed to obey him. Lab notes speak of a revelation of how to control such beings, but the details on how seem to be gibberish.

Details : Large bubbles of gas do occasionally erupt from swamps, but not all are as benign as people think. Occasionally some will erupt, spewing spores of the parasitic larva into the air, and infecting anyone within 5 miles, or even more downwind. "swamp people", humanoids with fish like features are usually spotted nearby if these occurrences are seen.

Details : Captain of the fishing boat Reef Ranger, he in recent year seems to have become infatuated with the church of dagon. Rumors seems to indicate most crew of his ship either fall to pressure of joining him in his faith, or meet a grisly death falling overboard, falling into running equipment, or being crushed by falling debris. He attributes this to "the wrath of Dagon", and seemingly anybody who survives working with him becomes a member of the church.

Details : A business mogul from china, has been proven to be connected with alien activity, abductions, and alien surveillance, in exchange for alien tech for his factory production, bringing in billions of dollars. Was both using his pull to allow aliens unmonitered areas to work / survey local humans, and storage / bases in some of his property. Committed suicide upon questioning, and had shards of an electronic device in what was left of his head.

I suppose, maybe inform local emergency response units??

Just someone who can know its a risk due to the area, and is prepared for the fallout... I would say CDC,  but interpol can communicate with all countries involved, so even if POLICE forces aren't applicable, interpol could inform ALL emergency response units in said areas.



As for the businessman, I was thinking perhaps this was the aftermath OF the investigation, like you interrogate so and so, get info on the guy to get the dosier, they knock on his door, and he blows his head off...no Interpol notified, just kinda an open and shut case.

Details : Owner or green shire farm company, he has been troubled with a few issues with cattle mutilations and crop circles. However, he used his knowledge of engineering and explosives from his career in the military to make IED's for aliens after a few too many times harassing his farm. He was successful in killing several, but this resistance may end up attracting more alien attacks to the area, particularly when he puts aliens heads on pikes... But he might be a useful soldier?

Affiliation : Alien hybrid

Details : A world class performer reigning from Hollywood, she has been the star of the spotlight for the last decade. But evidence suggests she is actually a hybrid, using her position to subtly sway and control her audiences mind using alien tech and abilities, and even used her power to arrange aliens to operate in areas as part of her "entourage". Conveniently, she "died" from a drug overdose shortly after we found dirt on her, but no body was ever uncovered, and attitudes in Hollywood make it difficult to uncover much.

Affiliation : Alien hybrid

Details : A 20 year veteran in the navy, it turns out after a small leak over forms being filled out for a medical examination he never attended, that he never infact had ANY medical exam of any sort. As questions mounted, he got increasingly hostile, before killing several staff members with an exotic looking firearm which melted through the ships hull. He eventually took off in a minisub, and was never seen again. Blood spatters examined from the few hits he took in the firefight show non-human DNA

Role : psychotherapist

Affiliation : Alien hybrid

Details : A talented therapist who works with anyone from schizophrenics, to drug addicts, he had much success in making people functional again till recent cases of his patients going berserk, typically in areas of XCOM interest, killing police and investigators in blackouts where they remember nothing. After a few dozen cases, a search warrant was issued and his office was found with alien artifacts inside. He is wanted for questioning, but is yet to be found.

Affiliation : Alien hybrid

Details : Top drug lord hailing from mexico, he has been incredibly dangerous, for years, but irrelevant to xcom till recently. Upon routine lab analysis of captured cocaine, some particles were found to contain microscopic electronics more sophisticated than anything in the first world. They are thought to be of alien origin, but due to his power base, its hard to bring him in for questioning. Still, extra funding will be used to intercept drugs more rigorously.

Affiliation : Freelance

Details : Insurgent leader of The Arabic Liberation Army, recent efforts have been put into fighting the "sky devils" spotted above. It has taken down a few UFO's with their weapons, but this is a large conflict of interest, a military group getting access to alien technology before we can. On the other hand, having someone keep aliens at bay even slightly, is handy. Telbora has agreed to talks for rules of engagement for aliens, and cooperation with XCOM.

Affiliation : Alien hybrid

Details : A progeny in programing, she was sought like mad for her talents in various companies, and even a few military contracts. Later, there seemed to be leaks, bugs and there was code that people never thought possible, which seemed to relay information, through the internet into subsystems of radio broadcasting systems, to whoever wanted to listen to it, as well as intelligently sabotaging systems at times by itself. Xcom was unaffected, but much of the public sector was compromised.

Affiliation : Black lotus

Details : A really cruel man, this person is an expert at martial arts, and mind games, enjoying breaking his students as they train, and making them value their performance above anything else. Most people who take his class either end up fanatically obedient to their teacher, or mentally damaged, with PTSD from his violence, mind games, and fear of speaking up, due to the classes violent obsession for him. His graduates are flawlessly obedient to him, and by proxy, the black lotus.

Role : Videogame Designer

Affiliation : EXALT

Details : A carefully meticulous videogame developer whom was the author of the hit game called "Grimworld", a simulation of several people living on a hellhole of a planet and trying to survive. He eventually released VR equipment for the game which the community loved, but after a few issues of addiction being reported, it turns out the VR headset was a modified version of a psiclone. It is suspected this was not necessarily his fault, but that one of his partners used him as a pawn to spread the influence of EXALT, using him as a scapegoat

Name : Terminus.EXE (name changes)

Role : malicious computer program

Affiliation : Alien anomaly

Details : A little program found online, advertised as a game, language tutor, or anything else, this EXE is very dangerous. On download it controls the local computer, and uses the audio system to play very intricate, dis-harmonic music which hypnotizes the listener. It persuades them to go somewhere remote, and pick be picked up by aliens, willingly, before removing all traces of its existence. Labs have yet to make the song something you can listen to without harm, and even the lines on an audio analyzer system seem to make people violently ill, for some reason.
