Skyranger acts strangely when Avenger in same base?

I had both a skyranger and an Avenger in the same base. When I attacked a grounded ship with the skyranger, it didn't trigger my forces to disembark. Instead, it acted like an Intercepter without weapons.

Is this a known quirk?

got a saved game? sounds to me like the UFO took off just as you got there.

No, it was on the ground and stayed on the ground. But I think I figured it out -- reloaded a save game, and the skyranger was empty somehow.
