Move Start Date to Ruleset

I appreciate tradition dictates the start date of X-Com is Jan 1999, but for modding purposes I'd love for it to be changed via ruleset. Any possible total conversions will always be stuck in the same time period until this can be changed.

Perhaps it's not possible, I just thought I'd throw this out there.

I love how much little changes like that, made the game bigger as it is. Bravo for you

BTW, could be possible to check what time is it, in order to make some stuff available (like at 1990, a new kind of weapon can be research) So in the future, some events can be timed in order to make scenarios (at that time a country is defected to aliens, at other a huge alien UFO destroy a city, etc, etc)
