XCom map editor doesn't work

Greetings! I tried to install XCom Map Editor from this link.

I followed the instructions attached in the file, but the editor did not activate for me. Neither TFTD nor UFO Defense showed the map editor icon and nothing changed.

My path was like this. I extracted the editor to a separate folder. transferred the game horse files and you're done. I changed the settings in options in "debug". This is all.
