Cultist Safehouses don’t spawn

I have been playing the game for a couple of days and having a blast. Restarted twice to find a couple of fastest ways to get research online as fast as possible, and the new game (on middle difficulty) is going well.

Problem is that I’m in May and the only safehouses (rank 2 cult missions) that I can attack are Red Dawn ones. Maybe it’s because I’m in Europe. I have the 4 cults researched (both the basic cultist and the research they unlock) since February, so I’m not sure whether I’m missing something.

Just to check: I only need the “base” cult research to get the next type of mission, right?

Yes, and no 'X Operations' research.

You might be a victim of the RNG nature of XCF mission generation, just like everyone else before you.

Yep, it was RNG. Loaded a late February save and safehouses started popping up. Complaining on the Internet works for everything.
