[Submod] Peasant Tactical Armor

Allows peasants and damsels to use Tactical Armor. When worn by a peasant, it offers the same resistances as the gal version, but with lower armor rating, and slightly lower weight.

1.1 - Fixed an offset error in the animation and cleaned up the helmet.
1.2 - Added leggings to death animation. No more sudden pantsing upon death!

I tried to make paperdoll more interesting and less bright, also fixed helmet to properly cover all hairdos.

It might look cooler if you used a couple bitz (helmet? pants?) from the Doom(SS) armor, considering they're both green and at roughly the same protection tier.
