You need a save from before the end of the month.

Open that save in any text editor and change

If that does not work i suspect you have a different game-over condition.

Why don't you attach the save file to a post. Makes it easier for us to guess what is going wrong.

I am not sure what you mean as default value.

You have to reapply it after each month. I.e. if you had a warning last moth you loose the game this month. If you reset the warning to false, the next month will reset it and next next month you will loose. Unless you edit the save file again. This assumes that you are below the conditions for failed game.
