Can you stack Smoke Grenades?

What it says on the tin. ^_^

I am wondering if you can stack multiple Smoke Grenades in Open XCOM to better obscure your troops and protect them from being sniped.

yes and no.

it doesn't stack, new value overrides the old value
value is random, so you have a decent chance to make it even worse on the same turn

if however you're "refreshing" smoke created a few turns ago, the chance is higher to improve the situation

This explains my very confusing testing data.

However I also know that smoke deteriorates over time, so you can land a new smoke into an old smoke area and boost it up again. You can get smoke coverage from HE shots, but if you are going to hit an area with both smoke and HE, and you want it to have the most smoke coverage in the end, I think you should hit it with smoke last because that gives a stronger smoke coverage. Although it might just be that HE puts smoke in fewer tiles.
