Difference between maintenance and total costs?

Hello, could anyone tell me whats the difference between the maintenance and the total costs?

Maintenance (on the left in blue color) shows monthly base maintenance for all xcom bases

Total (on the right in white color) shows monthly base maintenance for the currently selected xcom base

Maintenance  >= Total
(it's equal when you have only one base, obviously)
