[DONE][Suggestion] Increase `itemTriggers` scope

Meridian. Not sure if this is intentional. I have an event that is not suppose to spawn if there is an item is on base. However, if the item is on a craft and one forget to transfer it back to the base, the event that is not suppose to spawn does spawn next month. Is this intentional?

While there is definite logic to it, the current approach appears unintuitive to the players and liable to cause confusion if the modder uses to feature for any item that can and is regularly put on a craft, and maybe also in some other contexts (such as item is being researched!).

I suppose this could deemed a modding problem (just don't use those triggers for those items). But alternatively this could be changed. I suppose the modders should chime in whether they'd like to be able to reliably use this feature for all kinds of items.

Items from crafts (flying or at the base) count too.
