So ambient light is another source of light along with sources from other light sources.

The level of tile illumination is not the SUM of all light sources but the GREATEST light source effect.
This way flare illuminates exactly 9 tiles around regardless of how dark night is.
Did I finally get it right?

Near correct except:
flare illuminates 15 tiles but only 9 are "effective illuminated" for visibility because of threshold in default game settings.

Does UI display brightest illumination on the tile or sum of them?

There is only one thing stored and show, current illumination that is max of all sources
