I noticed that you can't use Blackops Spypistols on surfing missions anymore. Is this intentional?

I don't think you were ever able to do so, on surfing missions. Only Winter Polar and Labor Missions allowed it.
(Although I haven't played in a while)

Intentional
since half of forever, at least.
Did you ever actually get to take them? Spypistols came around in 0.8.1 and were just 'concealable', beach missions were a thing before then, and at some point (~0.9, probably) Spypistols were added to labour and sports missions.

Perhaps we could have a few more "roleplay statistics" that allow some agents to conceal spy pistols on beach missions?

This is not a reference to a certain circumference, is it?
