The main menu texts are all ???, so are the in game graph texts, country names and parts of the ufopedia(mainly the aircrafts). but the texts in the base are fine.

i'm using a Windows 10 pc with arabic support
i saw an old thread that had the same problem, but was resolved. https://openxcom.org/forum/index.php?topic=7205.0

I tried the 2020/11/14 nightly, and 12/5 11/25 10/14 .EXE

That means OpenXcom is using an incomplete translation. You can change it back to English by going into the Options, these are the buttons if you can't read them:
