I have search through the OXCE ruleset, I don't believe there are codes like Item transformation. Just like Armour transformation in enviroeffects is there?
You can transform the item you have or the enemy is using because items don't work underwater.

There are no item transformations.
Things which don't work underwater can be marked as "landOnly", even in OXC.
Or you can use a startingCondition in OXCE and "allowedItems/forbiddenItems" or "allowedItemCategories/forbiddenItemCategories".

Thanks Meridian, I am aware of those. However, if your ufo Aliens or human factions are using land weapons, is there anyway to transform them into sea equivalents?
I don't believe there is code to handle those?

Hi Meridian, with some tweak, could the armour transformation code change to handle items?
