Check if you have the directory.

Check if you have the file called PALETTES.DAT

Check if it is indeed written in uppercases, if not rename it.

Case sensitivity on linux is a bitch sometimes.

I'm new to this forum and I'm new to openxcom.  I, too have ubuntu 14.04 LTS installed and have run into the same issue.  I'm not quite sure what the actual problem is but if you go into /usr/bin/ using the command line and sudo to root (i.e. sudo su  (without the -) ) and the type ./openxcom and press return you will find it runs okay.  Once I've worked out what the root of the problem is, I'll post it here for everyone.
