Yes, it is normal. In my current campaign I was faced with MIB in Jan 99 too.

Some research implied I should be getting special missions, but they are nowhere to be found.
Is there much point to the "covert" missions (ones where you can't bring hardly any gear)? I did a few, got nothing worthwhile out of them, and am currently just ignoring them when they pop up as I don't find them particularly enjoyable. Also, would it be possible to get a breakdown of applicable gear for each one, as digging through the item info pages for corresponding tags is slow and tedious?
You can regen with full readiness better than you could without it, so it's a bonus and helps with early aggression.
So, you can be pedantic, but compared to pre 1.0 there are bonuses.
Go to any armor in the pedia, press the info button and look at the energy recovery / stun recovery / morale formulas

Is there a way to list soldiers by commendation/s?
Lastly: Can commendations make a soldier go above their natural limit? Do these stat upgrades count for said limit (as in, if you were to get another medal that gives you stat bonuses, you get nothing if you maxed out said stat)?
What it says on the title. The game doesn't have an Ufopaedia page about the topic yet, and I'm not sure how exactly it works in X-Com Files. IIRC you get bonuses if it's high, but your soldiers start getting penalties as it gets lower and lower. Which is the point where it is considered too low? Which buildings do improve the recovery rate? In Piratez some buildings do, but I think it's not specified in X-Com Files.
Also, shouldn't AIs be immune to fatigue, or at least be way more resistant to that than puny meatbags?
did. all of them actually, no research left from any MiB personel, except heavy trooper.
Hm maybe its because i´ve started this as 0.99?
but the research tree clearly says item...
Looked in the research tree, it says "item destroyed: Men in Black". Which pretty sure kinda means there´s gotta be an item with that name...
another thing though, where would i find a "men in black"-item?
(razed several bases, UFOs, etc)
EDIT: oh and where to find alien keys... i had one, used it, but no clue where to get new ones...
