Help / Armed civilians and enemy's have tanks

So I landed on a night mission to alien space ship landing site and I have encountered a hostile dog, tank, civilians with guns shooting other civilians. What the heck is this??? How do I separate hostile's from not hostile's??? Or should I kill everyone???

Troubleshooting / Final mod pack doesn't apear in activation list

So I downloaded and installed openxcom (went in to the game to check if it launches works fine) then I download and extracted Final Mod Pack and it doesn't appear in the activation list like in this guys video https://www.youtube.com/watch?v=L1WUpX9n7gY&feature=youtu.be&t=28m14s and I don't have that blue bar at the top that says "Game type:".
I'm  using windows 10 and downloaded openxcom and FMP latest versions from this site.
