Maybe. While Dioxine works hard to allow for backwards save compatibility, it's not always possible. See the topic "Upgrading saves between versions".

And why can't it?
For one - it can be a car diagnostic workstation, not a fuel pump. High tech version of this.
Two, since many vehicles are battery powered, this can be a charging station.
Three - even if it is a fuel pump, that is still in the realm of possibility. While not economical in our times (with gas stations just about everywhere), in 2600 it might be entirely possible that you get fuel deliveries once every month (or three) so you need your own fuel tank and pump to operate a car. And there's probably no safety regulations that would forbid you to put it inside your garage (especially if you already run a brothel).

No, you can't manufacture regular SG plasmas. But you can research your own versions of plasma weapons - they are a bit different in combat roles than their Star God equivalents, but just as deadly when you use them right. Plus at some point you also get access to 'bootleg' versions that are inferior to Star God ones in some aspects (heavier, slower to fire, less accurate etc.), but do not have a lock (so you can use them before you research SG plasma unlock), can be bought and use the same clips as SG plasmas.

If you're going to suggest something, then please also suggest the reason why it should be in this mod.

To give you an example - why would Dioxine include the DN3D chaingun if we already have the (Doom) chaingun, AMG, LMG, Spitfire and many other autofire weapons. What role would it fit which is not already covered by existing weapons? What makes it different (other than looks)? etc.

I always assumed flechette gun is locked the same way as plasma and gauss weapons are. So it's not a question of not understanding the underlying principles (gals can wield laser weapons just fine for example), it's the problem of the weapon requiring specific techno-magery knowledge to actually work instead of exploding in user's hands. Coming back to Rince Wind's example of a computer - not even the most intelligent medieval bumpkin will figure out anything about a computer if it's been password locked. Heck, they'd fail to even grasp what computer passwords even are and how they work. Even modern people have problems with that. :D

None of the hulls can be bought - it's your codex reward. You only get one, with the type based on the codex colour you chose when you used the tiny drill.

Flame cannon shoots hellerium. you can buy or you can distill some, then you will get enough from downed ships.

Be aware that it often destroys civilian loot, basically costs 12k/shot (you're burning expensive hellerium), and with a poor accuraccy against small targets - you might need a couple of shots to shoot down anything. Basically - think and calculate before you use it - you might lose more money than you make.

I think that 2) might have been due to an incoming delivery. Items you buy (or transfer) take space in you warehouse at the moment of purchase, but cannot be moved until they actually arrive.

You will have to edit Piratez.rul. Find instances of "disables:" relating to the codexes and remove it. Basically, you have to re-make the research tree so that one codex choice does not block off others. Having all codexes unlocked will not crash the game or anything, unless you make errors while editing the file. Just don't complain about difficulty or weird interactions that wouldn't be possible if you were limited to 1 codex.

Sorry but that's a stupid question. Each Codex's voodoo is matched to it's specialty. If you want healing, then Grey Codex is a poor choice, but if you want big explosions - Red is the way to go. They all have their uses, but your playstyle defines "best" and "most out of". Think what you want the most of in your voodoo and the answer will be obvious.

The !Mission! ones will just add new missions to the pool. The *Mission* will MODIFY the pool - some missions might be deactivated, others added. For example *Stop Targeting Civilian Traffic* will remove all civilian shipping. There are also some research topics that have "Affects the game progression" note, without having either * or ! symbol - these also unlock or change certain aspects of the game. For example Contacts:Car Thieves will unlock Megapol flights (or make them more likely).

Also - remember that all the changes to mission pool are implemented at the beginning of the month, so any new missions may only start in the next month after researching them. Same goes for disabling missions - they may still show up until the end of the month.
