Sniper rifles. She has a psi-shield thing that absorbs a lot of damage, but high-power weapons will knock it down with repeated hits. Use the biggest vehicle you have available for that mission, preferably a helicopter or better. Send at least 2 scout drones (or failing that, dogs) to act as spotters. Have them move into the jungle to spot enemies, and then have the snipers kill them with aimed shots in the dark.

When the area immediately around the LZ is clear, start setting the jungle on fire. Grenade launchers and incendiary grenades are preferable, but flare guns can work too if that's all you have. Target the big clumps of vegetation, but don't set any fires too close to the LZ that would make your guys visible. Keep going until your spotters eventually find the Avatar, and then have all the snipers focus fire on it. If you're using drones, be aware that if they get hit with her psi-laser thing it will vaporize them, which permanently kills them.

Once I get them I mostly use PSG-1's and Colt Commandos. There are better rifles in the mod, but I like to stick with real-world firearms when possible as a self-imposed challenge.

Against zombies, I recommend that you have at least 1 agent dual-wielding Sawed Offs, they have less effective range than full-size shotguns but the ability to double-blast with both of them in one turn will greatly increase your survivability against Infectors. It's also a good idea to bring dogs; their reaction-fire barking can prevent zombies from swarming you, and they're also quite effective at killing them. Ideally, if you know that you're facing a large group of zombies, you would want to bring at least 2 dogs and 2 agents.

Also, remember that the zombies are only drawn to you if they can see you. The best strategy IMO is to fight the zombies at night, and have one agent carry a flashlight. Turn the light on to draw some of the zombies to you, turn it off and shotgun them, then turn it back on to draw more.

Also, is there an other weapons apart from stun rod and taser to incapacitate enemies? Ranged of course. I must take some Red Lotus officers alive and it is hard, they keep killing me.

The safest way to do it is to just shoot them with rifles from far away, then let bleeding incapacitate them and try to get over to them before they die.

I've got a cult manor close to one of my bases, and it frequently launches helicopters whenever something comes or goes from my base. So far a Hummvee with an HMG has been able to easily handle them, but I can't manage to spot the actual manor. Suggestions?

Counter sniping. They are firing aimed shots from AKs and have killed two of the four snipers. They haven't fired many shots in total.

It seems a little over the top, my guys are on the complete opposite side of the map in pitch darkness shooting with sniper rifles, and the Red Dawn guys apparently have no trouble counter sniping them with AKs. That'd be a very unlikely shot with rifles like that for my +100 accuracy guys even if they could see the target.

I just got a Cult of Dagon safehouse mission in Louisiana, and when I got there the map looks like the surface of the moon. I'm guessing this isn't intentional.

I'm not sure what the event was, but all I can think of is that an event must have given it to me without me noticing. If it came in the mail, it must have been at the same time as a shipment of guns and ammo without me seeing, I checked my items and noticed that I suddenly had a live chupacabra. The only creatures I've seen thus far have been werewolves and snakes.
