Help / Mission on start-up of the campaign

Is it possible to impement a two-stage mission as soon as the game starts, i mean, before getting to geoscape, and, after the said mission, be able to choose where to build your base? If yes, then how?

..../"open X-com Directory"/user/mods/X-com Files/Ruleset
Put your mods there, the files must have .rul extension.
